Why Blake Lively is my 15th Best Dressed of the Year: Any other year I would have ranked her co-star Leighton Meester higher, but this year Blake has really impressed me. She used to show a little too much cleavage in my opinion, but lately she's been looking very polished and sophisticated on the carpet.
